rightmove cela updateRightmove has announced major updates to its Level 3 Certificate for Estate and Letting Agents (CELA), including the introduction of a new module on the Renters’ Rights Act, as the industry prepares for significant regulatory change.

From March, the Renters’ Rights module will be incorporated into CELA, helping agents prepare ahead of the Act’s implementation on 1 May 2026. The qualification is included as standard within all Rightmove memberships, with agents only required to pay a fee to the independent exam board, ABBE, when they choose to sit the exam.

The new module provides agents with an overview of key areas of the legislation, including periodic tenancies, rental bidding and rent in advance, Section 13 rent increases, and Section 8 grounds for possession. While it will form part of the full qualification from March, the module is already available as a standalone course through the Rightmove Hub.

Rightmove says embedding the Renters’ Rights Act into its qualification will allow agents to demonstrate up-to-date knowledge to landlords and reassure clients that they are prepared for upcoming changes to the lettings framework.

New qualification routes

Later this year, Rightmove will also introduce new routes to qualification, offering separate sales-only and lettings-only options, developed alongside Propertymark. The move follows the government’s recent consultation into home-moving reforms, which included proposals around mandatory qualifications for agents.

In 2025, almost 10,000 agents enrolled in CELA, while around 60,000 agents were registered users of the Rightmove Hub.

Jason Charles, Rightmove’s Head of Education, said: “Becoming Rightmove Qualified is a way agents can highlight their expertise to potential home-movers, and gives agency owners the assurance that their staff are up to date on the latest legislation.

“The government’s home-moving reform agenda suggests mandatory qualifications may be round the corner. Our qualifications support the proactive agents who want to get qualified now, ahead of potential changes.”

Rightmove research has also showed that 65% of renters and 72% of homeowners say they would trust a qualified agent more.
